Dear New Referee Trainee,
Thank you for your interest in becoming an AYSO Soccer Referee. We enjoyed talking to you at the recent AYSO Region 117 player sign ups at OakaSchool.
Your participation as a volunteer is greatly appreciated. As you know, AYSO is organized and administrated strictly on a volunteer basis and as a referee you will be providing a great assistance to your local AYSO in the development of your child as a soccer player. No one can do everything…but everyone can do something.

Your training begins with classroom instruction and you have 4 different classes/sessions to choose from for your convenience.

At the successful completion of your 8–9 hours of training you will have achieved your Regional badge level certification.

You will also receive Referee Safe Haven instruction and certification.

Under the age of 12 Youth Referees, due to AYSO age limitation, will receive a U8 Official badge level certification.

First time users to the Referee Scheduler:
You will first need to be pre registered in the Region 117 Referee Scheduler by your Regional Referee Administrator.
- You can have multiple users and passwords with the same email address.
- Upper right hand corner of schedules site. Click Referees
- Select Referee and follow the instructions for first time users. You will be asked to enter your email address that is registered in the system. You will then be prompted to create your own user name and password. Once you have done this, you will be able to log in. (Note: You can have multiple users and passwords with the same email address.)
- Contact me immediately if you get a message that says "Sorry, your email address is not in our system."

Region 117 has a Sportsmanship Mercy Rule. (Note: not all regions do) This can be found in the Coaches Manual and is here below for your reference.
- This is mainly the responsibility of the coaches, but the referee has the added responsibility of assisting in the application and compliance of this rule during a game.
- This applies more to lower age divisions, U5 – U14.
- You as a referee are looking for the dominating teams coach to be making changes in strategy in a sportsmanlike manner as described below. If those changes are not evident to you, than it is your responsibility to discretely remind the coach. 99% of the time you will see and /or get compliance.
- Be sure that your communication with the coach is discrete, sportsmanlike and in a non confrontational manner. But to be sure, we do not want to see blowout scores of 7-0 and 11-1. Please make sure that this does not happen!
- If a coach, or anyone, is acting in an unsportsmanlike manner, than the referee has the obligation to deal with that behavior. Law 18 can also cover this.
- Report abuses or non compliance of this policy to the Regional Commissioner, Regional Coach Administrator and the Regional Referee Administrator.
3.14 SPORTSMANSHIP (MERCY) RULE (from Coaches Manual)
Once a team is ahead by three goals, the coach of the leading team must make changes to his lineup to soften his team’s attack and reduce the chance of their scoring additional goals. The coach should begin to emphasize defense and de-emphasize attack and scoring. These changes should done discretely in a way that is subtly noticeable by the referees and opposing coaches, but not by the opposing players.
Once a team is ahead by four goals, the highest-probability scorers should be substituted, and high-probability scorers should be pulled back to defense.
Once a team is ahead by five goals, high-probability scorers should be pulled of the field and the winning team should play a player or two short. The center referee should be made aware of shortage, but, again, this should be done in a way to avoid attention by the opposing players.
Goal differentials of five or greater will be reviewed by the Coach Administrator. Coaches who continually post five goal differentials will be reviewed by the Coach Administrator, Referee Administrator, and Commissioner. Continued negligence may result in suspension of the coach and will be considered during assignment of future coaching positions.
Support Your Fellow Referees. Just a reminder to all Region 117 Referees:
Support the call and non-calls of your fellow referees at ALL times. Both on the field as part of your three person ref team and off the field as a spectator or fan of the game.
Especially while wearing the Referee Uniform, you are an authoritative figure, and must set a good example for all others. You are representing AYSO, your Region and the Referee staff. You are at all times an example to the kids and parents.
If you think that you might have trouble controlling yourself as an AYSO spectator than maybe you should remove the Yellow and Black Jersey while on the sideline. If you do not have anything positive to say than do not say anything at all.
Tip: When asked if I agree with the unfavorable call (or non call) that just occurred, my usual answer is one of support of agreeing with the Referee or AR, or if I am in doubt than my reply is “I cannot see clearly way over here.” “The Referee or AR is in a much better position.”
Remember “PIE”. Keep it “Positive, Instructional and Encouraging” while in an AYSO Kids Zone.

Rules for Team Ref Points
For each game assignment that a team provides a referee volunteer on a Region 117 home field and/or where we are responsible for providing the Referee Officials (must be certified and in uniform), whether they run the center as Referee or a line as Assistant Referee, that team will receive one point. In order for that team to be eligible to play post season Bonus games and/or Play Off games at the end of the season, they will need to acquire the following number of points:
- Divisions U-19, U-16, U-14, U-12, U-10 need
- Division U-8 needs 9 points to qualify.
- Division U-6 needs 6 points to qualify.
- Extra Flex Division Teams need 12 points to qualify.
All teams participating in the post season play must continue to earn one point per game in order to continue game by game. During this post season idle referees from non participating or eliminated teams can be recruited by participating and advancing teams.
The intent is to provide 3 certified referees at all games. It is not intended to punish anyone, or to make anyone's life more difficult. Please folks, just go with the spirit. Volunteer. Get the training, put on the uniform, and have fun. Just remember, if you don't volunteer, please don't complain if you show up to watch your child play, and there are not enough referees.
Spirit of the Game and the Philosophy of Refereeing
(From I.D.5 AYSO National Rules and Regulations)
“The Laws of the Game are intended to provide that games should be played with as little interference as possible, and in this view it is the duty of referees to penalize only deliberate breaches of the Law. Constant whistling for trifling and doubtful breaches produces bad feelings and loss of temper on the part of the players and spoils the pleasure of spectators.”
The model set by the adults (referees, coaches and spectators) present at games influences the development and behavior of the young players watching. The referee team establishes the parameters of acceptable behavior and must be attentive to and deal appropriately with any adult behavior that does not present positive role modeling for youth. Law 5 and AYSO National Rules and Regulations provide this authority. Remember…
